Man Charged in Fatal Crash After High-Speed Chase in Minneapolis

MINNEAPOLIS, MN—A man faces state and federal charges following a crash that killed two women and injured a child Thursday morning.

Edward Tiki Arrington, 45, has been charged in Hennepin County with two counts of fleeing a police officer resulting in death and one count of fleeing a police officer resulting in great bodily harm. These charges carry a maximum sentence of 40 years each. Federal charges include carjacking and discharging a firearm during a violent crime, with a potential mandatory 25-year sentence.

According to authorities, the chase began after Arrington carjacked a vehicle following a prior crash at Lake Street and Fourth Avenue South around 8 a.m. Witnesses report he pointed a firearm at multiple drivers before stealing a black Volkswagen Passat. Investigators say Arrington briefly took three dogs from the initial wrecked vehicle.

Police attempted to stop Arrington at 8:36 a.m., but he sped away onto Olson Memorial Highway. He ran a red light at Penn Avenue, colliding with a blue Focus carrying the two victims, identified as 25-year-olds Marisa Ardys Casebolt and Liberty Borg, who died at the scene. A 6-year-old boy suffered severe injuries and was but is expected to survive.

Arrington sustained non-life-threatening injuries and was taken to North Memorial Health Hospital before being booked into Hennepin County Jail on a $4 million bail. His first court appearance is scheduled for Monday.

The initial events of the crash are still under investigation, with more state charges possible, according to the Hennepin County Attorney's Office.
