MONTGOMERY COUNTY, Md. (WBFF) — A fatal crash involving a stolen vehicle driven by juveniles occurred in Germantown, Maryland, on Tuesday, leading to renewed discussions about youth crime.
Montgomery County Police reported that seven children, ages 12 to 15, were in the stolen sedan that crashed, resulting in the death of another driver. The victim has been identified as 58-year-old Vance Payne, who was en route to work at the time of the incident.
In a statement, Payne's family expressed their grief, asking for privacy as they cope with the loss of a devoted father and husband. The crash has reignited debate over juvenile crime and accountability in the region.
Delegate Kathy Szeliga, R-Baltimore County, is urging state leaders to initiate a public awareness campaign to warn juveniles about the consequences of vehicle theft. “This behavior has to stop,” Szeliga stated.
This incident is part of a troubling trend concerning juvenile involvement in stolen vehicle incidents in Maryland. Earlier this year, a 14-year-old driving a stolen car struck and killed a three-year-old in Baltimore, highlighting ongoing concerns.

Szeliga emphasized that lawmakers must work towards tougher consequences, stating, “Juveniles are not afraid to steal a car because there aren't any consequences.”
