EL PASO, Texas (KFOX14/CBS4) — A 19-year-old woman is charged in a fatal crash that occurred on North Desert Boulevard on Monday night.

Ambar Chavira, facing a felony charge of collision involving death, was released on bond Tuesday. The crash happened at approximately 9:15 p.m. in the 6300 block, where Chavira, driving a silver 2016 428i, rear-ended another vehicle, causing a four- .

Jaime Andrade, 56, the driver of a Subaru Outback involved in the collision, succumbed to his injuries at University Medical Center.

Witnesses reported a chaotic scene, noting that another vehicle struck the wreckage moments after the initial impact. Authorities allege Chavira fled the scene on foot without providing aid. Chavira's mother later contacted police to report her daughter's departure from the crash site.

Officers located Chavira at a residence on Rosa Gandara Drive, where she exhibited signs of intoxication. According to the affidavit, she admitted to consuming multiple alcoholic beverages and acknowledged leaving the scene despite being advised to stay and call 911.

Regulatory and Community Response

The Texas Alcoholic Beverage Commission has initiated an investigation into whether the bar that served Chavira, the Hope and Anchor, violated state law regarding alcohol service to minors.

The incident has reignited calls for legislative reform from the Sober Streets Movement, a coalition impacted by impaired driving. “There don't seem to be harsh enough penalties to deter these crimes,” said Aracely Rascon, a coordinator for the organization.

The case remains under investigation by El Paso Police.
