A Jefferson City man has been indicted by a grand jury in connection with a fatal DWI crash that occurred on April 19, 2026.
Authorities said Robert R. Rackers, 36, faces felony charges of DWI – Death Of Another Not A Passenger and Second Degree Involuntary Manslaughter, as well as misdemeanor counts of Operating a Motor Vehicle in a Careless and Imprudent Manner – Involving an Accident, and Owner Operating without Maintaining Financial Responsibility.
The indictment follows a collision in the 100 block of East Dunklin Street, where Richard Robben, 59, was riding an e-bike eastbound. Rackers was driving a 1999 GMC Sonoma westbound when the vehicle struck the e-bike while making a left turn.
Robben later succumbed to his injuries, according to reports. Jefferson City Police officers noted the odor of marijuana on Rackers and observed symptoms of cannabis intoxication. Officers also reported finding five grams of suspected marijuana on his person.
Rackers has been held in the Cole County Jail without bond since the incident occurred. The investigation is ongoing.
