STAFFORD COUNTY, Va. (7News) — A driver involved in a fatal chain reaction crash on Interstate 95 in Stafford County now faces additional charges.

Jing Sheng Dong, 48, of Staten Island, New York, has been charged with three counts of involuntary manslaughter and a misdemeanor for . This follows two existing counts of involuntary manslaughter related to the crash that occurred on Friday, which killed five individuals, including two children.

According to Maryland State Police, Dong was previously cited for —driving 72 mph in a 50 mph zone—near Route 3 Southbound at Charles Hall Road at approximately 1:20 a.m. on March 9. He is scheduled to appear in court on that citation Tuesday morning in Annapolis.

Dong sustained injuries in the recent crash and remains ; his current condition has not been disclosed. Virginia State Police confirmed that approximately 44 people were injured in the incident, with three in critical condition.

The National Transportation Safety Board is conducting an investigation into the crash and is expected to release a preliminary report within 30 days. Investigators are examining factors such as driver history, vehicle conditions, and potential fatigue. They are also seeking witness statements and video evidence.

Virginia State Police stated that traffic was slowing for a work zone when Dong's bus struck a Suburban, triggering multiple collisions with other vehicles.

Mary Washington Healthcare reported treating 19 patients from the incident, with only three remaining in treatment; one patient has been upgraded from serious to fair condition.
