Updated charges filed against suspect held without bond in deadly e-bike crash in Jefferson City.

Charges have been updated against a man following a crash that killed a Jefferson City man on April 19, 2026.

Prosecutors charged Robert R. Rackers with DWI – Death of Another Not a Passenger, Second Degree Involuntary Manslaughter, and Operating a Motor Vehicle in a Careless and Imprudent Manner, among other offenses.

The incident occurred in the 100 block of East Dunklin Street, where 59-year-old Richard Robben was riding an e-bike eastbound when Rackers, driving a 1999 Sonoma westbound, struck him while making a left turn.

Robben later succumbed to his injuries.

According to a release from the Jefferson City Police Department, officers reported a strong odor of marijuana on Rackers and found five grams of suspected marijuana on him.

Rackers is currently held in the Cole County Jail without bond and is scheduled for arraignment on April 22 in Cole County Court.
