Mexico man charged in Jefferson City e-bike crash that left another man critically injured.

A Mexico, Mo., man has been charged following a crash that critically injured a Jefferson City man on an e-bike.

Cole County prosecutors charged Robert R. Rackers, Jr., 36, with DWI – Serious Physical Injury, Operating a Motor Vehicle in a Careless and Imprudent Manner, and Owner Operating without Maintaining Financial Responsibility.

The incident occurred on Sunday, April 19, 2026, at 5:13 p.m. in the 100 block of East Dunklin Street, according to Jefferson City Police.

Authorities reported that the e-bike was traveling eastbound while a 1999 Sonoma was heading west. The struck the e-bike while attempting to make a left turn.

The e-bike driver, a 59-year-old Jefferson City man, was transported to the hospital with critical injuries.

Court documents revealed that officers detected the smell of marijuana on Rackers and recovered five grams of a substance believed to be marijuana from his person. Rackers has two prior convictions for Driving while Drugged/Intoxicated, one in Perry County in 2011 and another in Franklin County in 2022.

Rackers is currently held in the Cole County Jail without bond.
