Woburn Crash Investigation Uncovers Possible Cover-Up by State Police

WOBURN, MA—An independent investigation into a December 12, 2023, crash involving a Massachusetts State Police sergeant has revealed possible misconduct within the agency.

Sgt. Scott Quigley is charged with felony motor vehicle homicide linked to the incident that resulted in the January 2024 death of 37-year-old Angelo Schettino, who had disabilities. Quigley, off-duty at the time, is also a defendant in a wrongful death lawsuit, with allegations of .

Commissioned by Middlesex County District Attorney Marian Ryan, the investigation sought to uncover whether any members of the District Attorney's office were aware of Quigley's alleged misconduct. According to Ryan, her office learned of the allegations only during jury impanelment in January 2026 for an unrelated murder case.

The investigator's report indicated some office members knew Quigley was involved in a serious crash but lacked knowledge of specific allegations. An employee revealed that State Police Sgt. Anthony DeLucia mentioned Quigley had a blood alcohol level of “0.11” post-crash, but the employee believed it was confidential.

DeLucia, now a lieutenant, was suspended with pay following the findings. He allegedly advised the employee to keep the information private. Official police reports at the time stated alcohol was not a factor, and prosecutors were never informed of potential misconduct.

State Police have refrained from commenting, citing ongoing investigations by the Suffolk County District Attorney's Office, internal affairs, and 21CP Solutions.

Quigley's attorney, Christina Pujals Ronan, acknowledged the mixed information and stated that their formal investigation will commence once Quigley is arraigned.
