Driver charged in Green Bay bus crash that injured 41 says brakes failed, posts $5,000 bond

GREEN BAY, Wis. — On March 22, 2026, a tour left I-43 at the Webster Avenue off-ramp in Green Bay, injuring 41 people.

According to the Green Bay Police Department, 54 people were on the coach bus; 36 were transported to area hospitals with injuries ranging from minor to serious.

Authorities said the northbound bus exited I-43 at Webster Avenue, crossed the roadway, went down an embankment and came to rest near warehouses. The bus was traveling from Chicago to Island Resort and Casino in Michigan's Upper Peninsula.

HSHS St. Vincent Hospital and HSHS St. Mary's Hospital Medical Center activated mass-casualty protocols to receive patients, the hospitals said.

The driver, Ghebry Figueroa, 37, of Prospect Heights, Ill., was charged Tuesday with two counts of knowingly operating a motor vehicle while revoked causing great bodily harm and one count of operating while disqualified, according to prosecutors.

According to the criminal complaint, Figueroa told officers his brakes failed as he exited to refuel. A field sobriety test at the hospital showed no signs of intoxication, authorities said.

Court officials set a $5,000 cash bond at Figueroa's initial appearance Tuesday; records show he posted bond the same day. A bond condition prohibits driving without a valid license, and a preliminary hearing is set for April 1.

Authorities said records checks showed Figueroa's personal and commercial driver's licenses were revoked. The Illinois Secretary of State's Office reported he has not held a valid Illinois license since 2017.

The crash remains under investigation by the Green Bay Police Department.
