STAFFORD COUNTY, Va. (7News) — A bus driver involved in a fatal chain reaction crash on Interstate 95 in Stafford County has been charged with additional offenses.
Jing Sheng Dong, 48, of Staten Island, New York, now faces three new counts of involuntary manslaughter and one misdemeanor count of reckless driving, raising his total to five counts of involuntary manslaughter. Authorities said the incident occurred on Friday, resulting in five fatalities, including two children, and approximately 44 injuries.
Dong was previously cited for exceeding the speed limit in Maryland, where he was scheduled to appear in court on Tuesday. According to the Maryland State Police (MSP), he was driving a coach charter bus on Route 3 Southbound near Charles Hall Road at around 1:20 a.m. on the day of the crash. The exact number of passengers remains unconfirmed.
Dong remains hospitalized following the crash, and his condition has not been disclosed. The Virginia State Police (VSP) indicated that traffic was slowing due to a work zone when the bus collided with the queue, triggering a multi-vehicle incident.
The National Transportation Safety Board (NTSB) is investigating, focusing on driver actions, vehicle conditions, and other contributing factors. A preliminary report is expected within 30 days. Police are also seeking video evidence and witness statements.
Mary Washington Healthcare reported receiving 19 patients from the crash, with all but three discharged. One patient's condition has improved, while two remain hospitalized—one critically and one seriously.
