Medical examiner confirms identity of bicyclist killed in Stoughton hit-and-run incident.

STOUGHTON, Wis. (WKOW) — A bicyclist was killed in a crash on June 9 at approximately 7 p.m. on Page Street near Johnson Court.

Authorities identified the victim as 74-year-old Glenn D. Rossum, of Stoughton. He was at a local hospital due to injuries sustained in the incident, confirmed by preliminary autopsy results.

A Stoughton man, 60-year-old Blas Urbina Sr., has been charged with homicide by intoxicated use of a vehicle and hit-and-run causing death. According to a criminal complaint, witnesses reported seeing Urbina driving a white pickup truck away from the scene with Rossum's underneath.

Witnesses stated they heard the crash shortly after Van Rossum passed them in the bike lane. After Urbina was located, he acknowledged the incident to police, saying, “Yeah, I know. I'm sorry,” but claimed he fled due to nervousness and the truck shaking.

Officers reported a strong odor of marijuana from Urbina's vehicle and person; however, he denied smoking. Field sobriety tests indicated impairment, and a trace amount of a green substance was found in the truck's front console.

Urbina appeared in court on June 15, where bond was set at $500,000. He is prohibited from contacting Van Rossum's family or driving. Urbina is scheduled to return to court on June 16.
