E-bike Crash Victim Succumbs to Injuries.

A 59-year-old man has died after being struck by a vehicle while riding his e-bike in Jefferson City on April 19, 2026.

The victim was identified as Richard Robben. Authorities confirmed the suspected driver, Robert Rackers Jr., 36, of Mexico, Mo., has been arrested and charged with DWI – Serious Physical Injury and Operating a Motor Vehicle in a Careless and Imprudent Manner.

The incident occurred at approximately 5:13 p.m. in the 100 block of East Dunklin Street. According to Jefferson City Police, Robben was traveling eastbound when a westbound 1999 Sonoma collided with his e-bike while making a left turn.

Police reports stated they detected a strong odor of marijuana from Rackers and discovered five grams of suspected marijuana on his person at the scene.

Court records indicate Rackers has prior convictions for Driving while Drugged/Intoxicated in Perry County (2011) and Franklin County (2022). He is currently being held in the Cole County Jail without bond.

The investigation into the crash is ongoing, and no additional details have been released regarding lane closures or emergency response at the scene.
