Man dies in crash after wrong-way pursuit by CBP.

BLAINE, Wash. — A man died last month while in U.S. Customs and Border Protection (CBP) custody at the Peace Arch Port of Entry after a crash and subsequent foot chase.

According to a CBP news release dated Oct. 23, the incident occurred around 10:13 p.m. on Sept. 20 when a driver in a white Mercedes-Benz traveled the wrong way on a southbound exit ramp near the U.S.-Canada border. Authorities identified the driver as a U.S. citizen but did not release his name.

CBP officers observed the vehicle crash into a curb, stopping in a grassy area south of the primary inspection lanes. Following the crash, the driver exited the vehicle and fled toward the primary lanes, during which a handgun, identified later as a Glock 26, fell from his waist.

Officers ordered him to the ground, but after he failed to comply, they detained him after he stumbled and fell. He was handcuffed and placed in leg restraints due to ongoing resistance. A search of a fanny pack revealed drugs including cocaine, marijuana, ketamine, and a THC vape cartridge.

At 10:19 p.m., officers transported the restrained man in a wheelchair to a secondary inspection area. When they attempted to wake him shortly after, he did not respond, prompting them to call 911 again for medical aid. CBP officers began CPR and used an automated external defibrillator, which advised against a shock. Emergency medical personnel arrived at 10:42 p.m. and continued lifesaving efforts until the man was at 11:11 p.m.

A preliminary autopsy revealed major artery blockage. The Whatcom County Medical Examiner's Office is conducting a full examination and toxicology tests. The CBP Office of Professional Responsibility is reviewing the incident and has notified the Department of Homeland Security's Office of Inspector General.
