Topeka hit-and-run victim identified as suspect faces charges.

A Topeka man died following a pedestrian incident on March 9 at SW 6th and Horne.

Tommy English, 67, was at the scene of the crash located one block west of SW Washburn Avenue, confirmed Kim Qualls, Senior Public Relations Specialist for Topeka's city government.

According to authorities, Elizabeth A. Neal, 38, of Topeka, was arrested at 8:10 a.m. on March 10 and booked into the Shawnee County Jail related to the incident.

Neal was apprehended after law enforcement located the suspected hit-and-run vehicle in the 200 block of SW Roosevelt Avenue, as reported by Shawnee County District Attorney Mike Kagay on March 13.

She faces felony charges of involuntary manslaughter involving driving under the influence and leaving the scene of an accident resulting in death. Neal also faces misdemeanor charges for driving on a suspended license and operating a vehicle without liability insurance.

As of March 16, Neal remains in custody at the Shawnee County Jail, with a bond set at $1 million.
