DES MOINES, Iowa — A 13-year-old boy was critically injured after being struck by a vehicle while operating an e-moto bike on Sunday evening.
The incident occurred just after 7 p.m. near Pleasant View Circle and SE 19th Street, involving a 39-year-old driver, Jose Santiago Vasquez Machado, who showed signs of potential impairment and was subsequently arrested. He is facing charges for driving without a valid license and malicious prosecution for providing a false identity. His bond is set at $5,000.
Authorities said the victim was not wearing a helmet, which, while not required, is strongly recommended for riders of motorized bicycles. According to the Iowa Department of Transportation, an e-moto bike capable of exceeding 39 miles per hour and with a power rating over 750 watts is classified as a motorcycle, requiring riders to be at least 14 years old and to have proper registration.
Des Moines Police Sgt. Paul Parizek emphasized the dangers of both impaired driving and the use of powerful motorized bikes, which may pose risks for young riders. The boy is currently receiving treatment at UnityPoint Blank Children's Hospital.
Authorities are urging parents to educate themselves about the capabilities of the bikes they provide to children and reminding all drivers to remain sober while on the road.
