Boynton Beach Man Charged with DUI Manslaughter in Bicyclist's Death

BOYNTON BEACH, FL — A 25-year-old man was charged with DUI manslaughter following a fatal crash that killed a bicyclist on July 11, 2025, according to the Palm Beach County Sheriff's Office.

Angelo Ismael Munguia was booked into Palm Beach County Jail on Monday, facing charges of DUI manslaughter and vehicular homicide in connection with the death of 31-year-old Juan Rolando Villeda Rivera.

The incident occurred around 10:55 p.m. at the intersection of Congress Avenue and Buccaneer Road. Authorities reported that Munguia was driving southbound in the inside lane at approximately 81 mph, exceeding the speed limit of 45 mph. Rivera was crossing southwest through the intersection when the collision occurred.

According to an affidavit, Munguia admitted to investigators that he had been drinking, stating he consumed two beers while socializing with friends earlier in the evening. Surveillance footage captured him purchasing alcohol at a Wawa on Hypoluxo Road that same day.

Witnesses reported that Rivera's leg was severed upon impact, and he was at the scene. Munguia remained at the location as bystanders attempted to assist Rivera and reportedly expressed concern, stating, “I ran somebody over and I think I killed him.”

Munguia was transported to HCA Florida JFK Hospital, where blood tests indicated a blood alcohol concentration between 0.178 and 0.179, exceeding the legal limit in Florida. The investigation is ongoing, with further details to be released by authorities.
