A fatal crash occurred Monday night at approximately 9:15 p.m. in the 6300 block of North Desert Boulevard.

Authorities reported that Ambar Chavira, 19, was driving a silver 2016 428i when she rear-ended another vehicle, resulting in a four- collision. Jaime Andrade, 56, who was driving a Subaru Outback, succumbed to his injuries at University Medical Center.

According to witnesses, moments after the initial impact, another vehicle collided with the wreckage. Chavira allegedly fled the scene on foot without providing assistance. Her mother later contacted police to inform them of her daughter's whereabouts.

Officers located Chavira at a residence on Rosa Gandara Drive, where signs of intoxication were evident. The police affidavit states Chavira admitted to drinking multiple alcoholic beverages at the Hope and Anchor bar prior to the crash and acknowledged leaving the scene despite being advised to stay and call 911.

Investigation and Community Impact

The Texas Alcoholic Beverage Commission has initiated an investigation into the bar's potential violation of alcohol serving laws, especially concerning Chavira's age.

The incident has prompted renewed advocacy for legislative reforms from the Sober Streets Movement, which supports families affected by impaired driving. “There don't seem to be harsh enough penalties to deter these crimes,” said Aracely Rascon, a program coordinator.

The case is currently under investigation by El Paso Police.
