A predawn July 5 crash on southbound I-71 near mile marker 82 in Madison County killed a 21-year-old Gahanna man.

According to the Ohio State Highway Patrol, a southbound semitrailer struck the rear of a 2025 Accord around 1:45 a.m. July 5 near mile marker 82.

Authorities said the Accord's driver, Tobias “Toby” Forsythe, 21, died at the scene.

The semitrailer driver, Bekhzod Asrarov, 42, of Maineville, Warren County, was with injuries not considered life-threatening, authorities said.

Prosecutors charged Asrarov with evidence tampering after investigators alleged he removed a dashboard camera from the truck following the crash.

Prosecutors said troopers used Google Translate to communicate with Asrarov.

U.S. Transportation Secretary Sean Duffy referenced the crash in a July 7 social media post while calling for stricter enforcement of federal English-language requirements for commercial drivers.

The crash remains under investigation by the Ohio State Highway Patrol.
