ROSEAU, Minn. (WKRC) — A woman has been charged with vehicular homicide following a fatal collision on May 29.

At approximately 4 p.m., 43-year-old Shauna Dokken drove into oncoming traffic on the highway, striking an driven by 82-year-old Barbara Lee Welburg. The impact caused Welburg's vehicle to flip, resulting in her death at the scene.

According to authorities, Dokken exhibited slurred speech when confronted by first responders, although she tested negative for alcohol. She reported having taken several prescription medications earlier that day, including Adderall and lorazepam. Dokken sustained non-life-threatening injuries and was transported to a hospital.

Witnesses reported that they had to swerve to avoid Dokken's vehicle and described her driving as erratic. Dokken allegedly provided conflicting accounts of the incident, claiming her dog had grabbed the steering wheel and caused her to lose control.

Dokken has a previous DWI conviction from 2025 and was on probation at the time of the accident. She has been arrested and charged with vehicular homicide, as the investigation continues.
