FORT PIERCE, Fla. (CBS12) — A truck driver was involved in a fatal crash on Florida's Turnpike on August 12, leading to three deaths, including 30-year-old Herby Dufresne.

According to investigators, 28-year-old Harjinder Singh made an illegal U-turn that blocked northbound lanes, resulting in the collision. Dufresne, a Haitian father, had legally entered the U.S. seeking work to support his family.

Authorities reported Singh scored 2 out of 12 on an English proficiency test following the crash, despite possessing commercial driver's licenses from California and Washington. This raised concerns among Florida officials, who criticized California's licensing practices.

Florida Lt. Gov. Jay Collins stated, “Three lives lost because of Gavin Newsom, because of California's failed policies.” Governor Ron DeSantis added that federal law mandates commercial drivers be legal residents who can understand traffic signs.

California's Department of Motor Vehicles affirmed they followed all federal and state laws in issuing Singh's license and that behind-the-wheel tests are conducted in English. The federal government confirmed Singh's legal status.

U.S. Transportation Secretary Sean P. Duffy announced potential federal funding cuts for California, Washington, and New Mexico unless they enforce English language proficiency rules for truck drivers.

Singh is facing felony charges of vehicular homicide and manslaughter.

The investigation is ongoing, with no updates from the California Highway Patrol or Governor Gavin Newsom's office.
