Caldwell, Idaho — Ashley Alvarez is advocating for a traffic signal at Midland Boulevard and Highway 20/26 following the death of her sister, Grace, in a July 2024 crash.
According to Alvarez, the 17-year-old was killed while crossing Highway 20/26 to have a tire leak checked. “She was one of the most kind and generous people you'd ever meet,” Alvarez said.
Alvarez has spent two years researching the intersection, submitting public records requests and collaborating with the Idaho Transportation Department (ITD) to understand why a traffic signal has not been installed. ITD data indicates three fatal crashes occurred at this intersection from 2021 to 2025, in addition to 13 other accidents resulting in suspected minor injuries.
“Almost every day it seems like there's an accident at Midland and 20/26,” Alvarez noted.
ITD representatives acknowledged the need for improvements. Jill Youmans, a public information officer for ITD District 3, stated that the intersection is part of the Chinden West project, which includes widening the highway and installing a traffic signal. “The project has been designed, and necessary right-of-way has been acquired. The remaining hurdle is funding,” Youmans said.
There is currently no estimated timeline for construction, pending funding availability. Youmans expressed gratitude for Alvarez's advocacy and the importance of community feedback.
Alvarez aims to prevent others from experiencing her family's tragedy. “Even if I'm not successful, I think she would be happy that I tried,” she said.
